Clarify 9-10 Tight Base Rule

This is the re-issuance of the Point of Emphasis/Rule Clarification first published in the Spring, 2018:

Rule 8.04, in part: - 9-10 player pitch - Runners shall not lead off or steal bases.  A runner is out for leaving the base before the ball is hit or reaches home plate.  The following Point of Emphasis/Rule Clarification has been in effect since the Spring 2018 season.  "Simply interpreted, tight bases.  Runner may attempt a delayed steal if he remains in contact with the base until the pitch reaches home plate."
